The design is patented in 1949 and was for many years the waiters favorite corkscrew in French bistros.
It was because in addition to bring the blades along the cap and pull the cork out you can also use it as a wine stopper. The waiters could therefore unnoticed taste the wine and put the cork back again.
Ideal when to open older wines with old, fragile corks, and not "destroy" the cork with the spindle.
